feat(rust): Expand Rust kernel layer with SHA3, AES, DCache, Watchdog, JSON tokenizer & quote-aware shell

- Implement FIPS 202 SHA3-256 and SHA3-512 (Keccak-f[1600]) in pure Rust
- Implement FIPS 197 AES-128 block cipher in pure Rust
- Implement VFS fast path Directory Entry Cache (dcache) in Rust
- Implement Kernel Health Watchdog & Heartbeat Monitor in Rust
- Implement Zero-Copy JSON Tokenizer & Key-Value extractor in Rust
- Implement memory-safe PCI Vendor/Class database in Rust
- Add quote-aware tokenization to LazyBox shell parser
- Register 'sha3sum', 'dcache', 'watchdog', and 'jsonquery' applets
